San Diego's goods-movement network combines highways, marine terminals, rail, airports and land ports of entry. I-5 and I-805 form major north–south corridors, I-8 connects the region east toward Imperial County and Arizona, and SR-905 provides an important connection toward the Otay Mesa border area.

SANDAG identifies Otay Mesa as California's largest land port of entry for cargo and the region's main international-freight gateway. The Port of San Diego also operates two working cargo terminals: the Tenth Avenue Marine Terminal in San Diego and the National City Marine Terminal in National City. Those facilities handle different cargo types, so “San Diego port freight” is not a complete pickup description by itself.
